Who's Actually Responsible for Screed Commissioning on Your Project?
Ask a screed layer, an underfloor heating installer, a flooring contractor and a main contractor “whose job is it to commission and condition the screed?” and you’ll often get four different answers or four shrugs. This isn’t because people don’t care. It’s because screed commissioning sits in a genuine gap between trades, and on a lot of projects, nobody is contractually or practically positioned to own it.

Why It Falls Between Trades
- Screed layers are responsible for getting the screed laid to spec and drying it out. Their job is generally considered done once the screed has cured.
- Underfloor heating installers are responsible for the pipework, manifolds and controls functioning correctly. Their commissioning is usually about the system, not the screed itself.
- Flooring contractors need a screed that’s dry and stable enough to receive their finish, but conditioning it isn’t typically within their scope or expertise.
- Main contractors and project managers are coordinating dozens of trades and programme milestones, and conditioning a screed to BS8204-7 is a specialist task they’re rarely equipped to manage directly.
Each trade can correctly say “that’s not my job” and they’d be right. The result is that on many projects, commissioning and conditioning simply isn’t anyone’s job, until a defect appears and everyone is suddenly asking who should have caught it.
Why This Matters More Than It Seems
Skipping commissioning doesn’t usually cause an immediate, visible problem. It causes a deferred one cracking, curling, de-bonding or warranty refusal that shows up after handover, when the cost of fixing it is far higher and the contractual lines of responsibility are far blurrier.
By that point, “whose job was it?” becomes a question for lawyers and loss adjusters, not site managers.

The projects that get this right tend to do one thing differently: they assign screed commissioning to a specialist subcontractor, scoped into the programme from the start, rather than leaving it to be absorbed informally by whichever trade happens to be on site when the heating gets switched on.

- Conditioning and commissioning appears as its own line item in the programme, not a footnote under “underfloor heating installation” or “flooring.”
- It’s scheduled to happen after the screed is cured and before the floor finish goes down not retrofitted once problems appear.
- The process and result are documented, so there’s clear evidence of BS8204-7 compliance if a warranty or defect question ever comes up.
- One named specialist is accountable for it, rather than it being assumed to be “covered” by someone else’s scope.
